The development of a UEZ plan is required by New Jersey State Law. The enactment of P.L. 2021, c.197 introduced new requirements for municipalities participating in the UEZ program. The primary requirements being the development of a strategic plan, supported by both quantitative and qualitative analysis. The purpose of this Plan is to ensure that UEZ resources are directed more effectively to maximize their positive impact on local businesses and the broader community. This strategic plan presents a 5-year roadmap for leveraging UEZ funds and incentives in the City of Paterson to ensure that the expenditure of funds is aligned with the goals of the community. This plan will also define the official UEZ boundaries and include data on the current economic and social conditions within the zone.
