What is the Urban Enterprise Zone?

The Urban Enterprise Zone (UEZ) is a program created by the State of New Jersey as a tool to create economic development and employment in distressed cities.  The Paterson UEZ is one of 37 zones in New Jersey.  Paterson became a designated Urban Enterprise Zone city in September 1994.
 
Qualified retail businesses are able to charge half of the State's sales tax on certain purchases.  All member businesses are able to purchase certain operating supplies to run their business tax exempt.  Manufacturers may qualify for sales tax exemptions on their energy and utility services when they meet specified employment (and other) criteria.
 
There is no fee to register your business with the Urban Enterprise Zone.  Please contact our office at 973-321-1220 and we can verify that your business is located within the boundaries of the Urban Enterprise Zone.  You can register online or with our UEZ Staff to become a member of the UEZ.  Please visit the State of New Jersey website at www.nj.gov, register and proceed to Business Premier Services;  or you can visit the UEZ Office Staff, who will be happy to complete the application on your behalf.

About The City

The City of Paterson has a long and proud history as the Nation's first planned industrial City. The City was founded in 1792 when Alexander Hamilton saw the potential of the 77 foot high Great Falls of the Passaic River and formed the Society for Useful Manufactures. Using the power of the Great Falls, the City would become the birthplace of the Industrial Revolution in the United States. Harvesting the flow of water through a system of raceways to power mills and factories, silk, locomotives, firearms, and textiles were all manufactured in Paterson. The City became known as the "Silk City" as a result of the prominence of the silk industry that dominated the City for many decades. The economic power of these industries based around the Great Falls built the City into one of the largest and most powerful in the northeast.

All of the mills and factories associated with these industries needed workers. Paterson was a major landing point for immigrants searching for work and a better life than was afforded them in their home country. People from all over the world have come to Paterson with the hopes of making a new life for their families. The City has always been a home for new immigrant communities, and each has brought their own unique culture to the City with them. Even as older generations have moved out of the City, elements of the culture they brought with them have remained to blend with that of new groups of immigrants to make the City one a diverse amalgam of cultures, peoples, and their ideals.


At its peak in the early 20th century, Paterson was the heart of commerce and culture in northern New Jersey. The Downtown of the City was where everyone in the region worked, went to shop, went to the theaters, and where the excitement of daily life played itself out. Downtown Paterson was built up with some of the finest buildings in the country at the time, many of which still remain. Banks, department stores, and civic institutions constructed Beaux Arts, Italianate, and Art Deco structures that are still shining examples of the spirit of their time.


While the City has been the home to new immigrant groups seeking a better life through the growth of industry in the United States, it has also historically been a place of struggle for working class people. The City was at the center of labor rights movements in the 19th and 20th centuries, with labor strikes, walkouts, and lockouts taking place on multiple occasions as workers sought higher wages, better working conditions, and a shorter workday. Although many of the labor strikes ended with the laborers not getting what they wanted, eventually new national labor laws would grant many of the things they sought. 


Paterson may not be dominated by the silk mills and factory workers like it once was, and the labor fights of previous generations may be over, but daily life continues to be a struggle for many current residents. As industry and manufacturing left the City, and most of the northeast region for that matter, jobs and wealth left with it. Average incomes for families in Paterson are low. Unemployment in the City is high, and so is crime. Managing to survive for many families in Paterson can be difficult. Yet there is hope, and promise and potential that the future of the City will be better than it is today. The Great Falls which powered the City's first economic boom have been designated as a National Historical Park. Industry is returning. The largest hospital in the region, located in Paterson, is growing. The City is positioned geographically, economically, and socially to capitalize on its many assets and be a leader among 21st Century cities. The City is ready to rebound from its decline and return to prominence.

About The UEZ Program

The Urban Enterprise Zone (UEZ) is a state-designated program to alleviate unemployment and to enhance the economic climate in distressed cities throughout New Jersey. The City of Paterson is one of New Jersey's original Urban Enterprise Zones. In fact, one of the founders of the United States, Alexander Hamilton, helped formulate the city as a hub for the country's growing industrial revolution. The Paterson UEZ was designated as an Urban Enterprise Zone in 1994 and plays a vital role in the City's ongoing restoration and economic growth

Tax Incentives

Today, Paterson retains it's proud history and is making a true "silk to silicon" transformation. Central to this revitalization is the UEZ Program as it enables retail members to charge 3 1/2% sales tax giving them a competitive edge over other businesses. All UEZ business members benefit from the tax exemption allowed for operating supplies which includes 100% exemption from the NJ State Sales and Use Tax for the purchase of all tangible property (excluding motor vehicles). This includes the following:
  • Office Supplies
  • Services, including installation
  • Building Materials
  • Repairs and Improvements to existing properties
Other tax incentives include:
  • Financial Assistance from agencies such as the New Jersey Economic Development Authority
  • Subsidized Umemployment Insurance Costs for employees earning less than $4,500 per quarter
  • Energy Sales Tax Exemption for qualified manufacturing firms with at least 250 full-time employees
  • Tax Credit for up to $1,500 for new, permanent, full-time employees hired or up to 8% corporate business tax credit on qualified investments
Revolving Loan Programs

The Revolving Loan Program was created for qualified Urban Enterprise Zone businesses to provide the financing necessary to promote economic growth with the City of Paterson. The loans are available to qualified, UEZ certified businesses that are located with Urban Enterprise Zones

The UEZ Loan program makes additional financing available for projects that might not otherwise be financed through a private bank.
  • Revolving Loan Program funds range from $200,000 to $500,000
  • Small Business Loans range from $10,000 to $50,000


Paterson Restoration Corporation

  • Creating jobs and maintaining jobs for business investment in Paterson
  • Developing and redeveloping properties for business
  • Providing business loans, from $50,000 to $200,000

With a particular focus on small-to-medium business (SMB) loans, from $50,000 to $200,000, the PRC's mission is to create opportunities for Paterson businesses - including equipment loans, relocation loans, or property development loans. The PRC enables businesses to grow and relocate to the city of Paterson.

"We're helping to rebuild the City one business at a time."

As a non-city entity, the Paterson Restoration Corporation administers a low-interest revolving loan program with the purpose of stimulating private investment in the City of Paterson, which will in turn create new, permanent, private sector jobs for low to moderate income citizens of Paterson, and to increase the Paterson tax base.

Volume IV - Issue 2 - Fall 2010

I am pleased to announce that since our last publication, the Urban Enterprise Program has received a reprieve and is not one of the programs that have been slashed from the New Jersey State Budget. The entire UEZ staff would like to thank each and every one of you for your support in helping us salvage this great program for another year. If not for your efforts in letter writing and contacting our respective legislators, we do not honestly know what would have happened to this program. It was through the team efforts of all 37 UEZ municipalities and the UEZ businesses that spoke at various budget hearings that we believe made the difference in keeping this very successful program alive. Some businesses also hired lobbyists and we believe that played an important part in keeping this program on the minds of our legislators.

 

Volume IV - Issue 1 - Spring 2010
Since our last publication the State of New Jersey has undergone many changes. First we elected a new Governor as CEO of the State of New Jersey and with the new administration many budgetary cuts and political changes have adversely affected the Urban Enterprise Zones throughout the state and here in Paterson. Secondly, newly elected Governor Chris Christie is considering the termination of the Urban Enterprise Zone Program, which would have a tremendous negative impact on the economic vitality of this city and its local businesses.


 

Volume III - Issue 3 - Fall 2009

The UEZ has been very busy over the summer months. We are proud to announce that we have 35 new businesses that have signed up for the Urban Enterprise Zone Program. We welcome all of them into our family of UEZ businesses and wish them much success in the coming years.



Volume III - Issue 1 - Spring 2009

Paterson continues to be at the forefront with Governor Corzine's "Green" initiatives with the new solar powered street signs that can be seen around the city. As a result of our solar powered street sign initiatives, we are proud to announce that the City of Paterson and the UEZ are one of five recipients of the "Passaic County Green Building Design Award" for 2009.



Volume II - Issue 2 - Fall 2008

The "Home Depot" opened in July and we welcome them to the zone. It was a long time coming but patience prevailed. The store is fantastic and if you haven't already visited them, make it a point to stop by and browse. The UEZ is thrilled to have them in Paterson and in the zone. They have hired many of our residents which has been a great help to our City. They have a great location on Route 20 near the Fairlawn and Hawthorne borders!



Volume II - Issue 1 - Spring 2008

We also purchased and installed "Victorian" Light Poles on Market Street to complement those on Main Street. In the near future, those same poles will be installed on Memorial Drive, Broadway and West Broadway. The Victorian style pole was picked out from an old picture of Paterson in the early 1900's. It is a custom pole that is now actually called the "Paterson Pole" by the vendor and is featured in their catalog.

Paterson UEZ in partnership with St. Joseph's Hospital will begin to see construction of a new pocket park across from St. Joseph's Hospital on Main Street.



Volume I - Issue 1 - Fall 2006

With the warm weather around the corner we encourage everyone to visit the "St. Joseph's Plaza" across from St. Joseph's Hospital. Construction is complete on this "pocket park" and it is a beauty. In partnership with the hospital, the Urban Zone was able to assist with the design of the park.
